Since May 2004 all Baltic Sea nations, except Russia, are members of the EU and sharing the opportunities of the huge EU-market. But the reality reveals that specially SME's are having problems to benefit from the advantages of the new EU-market due to their lacking knowledge and skills about the business structures in the BSR. The main reason for this situation lies in the large variety of languages, cultures, business structures and different legal systems around the BSR.

The main objective of this project is the sustainable development of transnational  entrepreneurship and growth for SME's around the BSR including the Kaliningrad Oblast/Russia.

By analysing the statistical data it turns out that the Baltic Business structure is dominated by SME's which
specially applies to the new Eastern EU-members.

Around the BSR the regional economic development is organised by regional triangles consisting of regional development agencies ( RDA's ),

often linked with Science and Trade Parks, Business Schools and the existing SME's to support regional entrepreneurship activities, to improve  competetiveness and groth of SME's and to share educational and R&D-ressources.

Especially in the Eastern countries the RDA's and the Business Schools are partially replacing the during the transformation process collapsed and now  lacking industrial kernels of regional clusters.
